<P>会议书面传达学习了十二届全国人大五次会议和全国政协十二届五次会议精神、全区机构编制工作会议精?传达学习了全区廉政工作会议精?通报了吴忠市5起涉农扶贫领域典型案?传达学习了全国医改工作电视电话会议精神、中央单位定点扶贫宁夏工作座谈会议精神、《中共中央国务院关于深入推进农业供给侧结构性改革加快培育农业农村发展新动能的若干意见》和中央、区、市农村工作会议精神、全区农业工作会议精神、全区深化重点水利改革暨水利工作会议精神；听取了全县春耕备耕工作情况汇?传达了学习自治区安委会第二次全体（扩大）会议精神并听取了全县第一季度安全生产工作情况汇报、全县第一季度平安建设工作情况汇报、全县第一季度计划生育工作情况汇报；研究了《盐池县医疗卫生服务体系规划?016-2020年）》和成立盐池县县级公立医院管理委员会事宜、《盐池县电子商务进农村精准扶贫实施方案》《盐池县2017年旅游助推脱贫攻坚实施方案》《盐池县农村环境治理行动计划?017-2020年）》和《盐池县2017年度农村环境治理行动实施方案》、盐池县各乡?017年扶贫多种经营项目有关事宜、《盐池县民政局康复生态养生园PPP项目实施方案》《盐池县金融机构支持地方经济发展考核奖励暂行办法》《盐池县银行业金融机构财政性资金存款管理考核暂行办法》和进一步规范财政预算资金管理有关事宜、王乐井光伏发电园建设项目申请借款事宜?宗拟挂牌出让采矿权和6宗拟挂牌出让用地?宗拟划拨用地使用权有关事宜?/P>
<P>在听取了全县春耕备耕工作情况汇报后，戴培吉要求，各乡镇、相关部门要继续做好扬黄水指标争取工作，科学有序调配水资源，检修好、维护好水利设施，确保不影响灌溉;要保证种子、化肥、农药等物资供应到位，结合气象形势和产业发展需求，引导农民调整优化种植结构;要严格执法监管，绝不能让假冒伪劣种子和农资进入市场，发生坑农害农事件;要广泛动员宣传县委、政府在特色产业发展、脱贫攻坚等方面的政策，全力组织好抢墒播种等工作，确保春耕生产顺利进行，为全年农业生产实现丰收奠定基础?/P>
<P>在听取了全县第一季度平安建设工作情况汇报后，戴培吉要求，各级各部门要清醒认识当前平安建设工作的严峻形势，严格落实全县政法综治信访维稳禁毒工作会议部署，准确把握深化平安建设的新形势、新要求，增强工作的前瞻性、主动性，针对?要进一步加大矛盾纠纷排查化解工作，将矛盾纠纷化解在萌芽状态；要进一步落实工作责任，加大对重点地区、重点人员的防控工作；要加强法治宣传工作力度，提高群众的法治意识，引导群众依法理性表达利益诉求，共同维护和谐稳定的大好局面?/P></div></div></td></tr>
