<P>各乡镇人民政府：</P>
<P>为充分发挥滩羊标准化养殖示范作用，根据县人民政府工作安排，现就全县范围内选择培育示范村有关事宜通知如下?/P>
<P>一、选择原则</P>
<P>（一）各乡（镇）每年推荐3-5个自然村进行筛选培育，自然村农户存栏的基础母羊中滩羊占95%以上，且全自然村滩羊基础母羊存栏1000只以上；</P>
<P>（二）农户参与积极性较高、接受新技术能力较强的自然村优先选择?/P>
<P>（三）接受三级协会监管意识较强的自然村优先选择?/P>
<P>二、激励措?/P>
<P><B>（一）基础母羊补助?/B>根据《滩羊》国家标准，经县农牧局组织乡镇畜牧站专业技术人员鉴定的示范村养殖户存栏的滩羊基础母羊，要有电子耳标（或皮下植入芯片）质量追溯电子档案及纸质档案，且应用标准化生产技术的每只补助100元?/P>
<P><B>（二）优质滩羊肉订单收购?/B>由县滩羊协会协调羊肉加工销售企业及商户与示范村养殖户签订收购协议，对符合《盐池滩羊商品羊判定暨胴体分级》标准的育肥滩羊，以每公斤高于市场价?元进行收购，县上整合资金给收购企业及商户给予每公?元补助。农户销售的育肥羔羊数量不超过基础母羊存栏数的1倍，且要有质量追溯体系认证，要有电子耳标和条形码认证?/P>
<P>三、资金计?/P>
<P>2017年计划投入资?00万元，其中整?017年滩羊产业发展市场营销体系扶持环节资金200万元用于优质滩羊肉订单收购补助、政府整合各类资?00万元用于基础母羊养殖补助?/P>
<P>四、管理办?/P>
<P><B>（一）循环淘汰?/B>滩羊养殖示范村培育工作滚动实?年，每年新认定的滩羊养殖示范村不超过20个，示范村应按照培育要求，积极开展滩羊选育选配，整群优化，确保培育当年滩羊纯种率达?5%以上，第二年及以后滩羊纯种率达到100%，不符合纯度要求的示范村随时淘汰，不予兑现当年的培育补助?/P>
<P align="left"><B>（二）信用联保?/B>建立村民相互监督?户及5户以上信用联保机制，凡联保的农户，经验收合格后予以兑现补助资金。若有一户不合格或不按要求饲养，不按质量追溯体系认证，不予兑现补助资金?/P>
<P align="left"><B>（三）组织验收?/B>县农牧局组织邀请各相关部门，对示范村滩羊基础母羊养殖、优质滩羊肉订单收购进行分批次、分阶段验收，每年验收不少于2次，培育当年滩羊纯种率达?5%以上，第二年及以后滩羊纯种率达到100%，滩羊纯度不达标的不予兑现培育补助?/P>
<P align="left"><B>（四）兑现补助?/B>县农牧局负责，各乡镇配合，制定考核验收兑现资金办法，严格按照程序进行验收，并兑现补助资金?/P>
